ข้อ ๑๙๖ดูกรภิกษุทั้งหลาย อุบาสกหวังอยู่ พึงประกาศความไม่เลื่อมใสแก่ภิกษุ ผู้ประกอบด้วยธรรม ๘ ประการ ธรรม ๘ ประการเป็นไฉน คือ ภิกษุพยายามเพื่อความเสื่อม ลาภแก่คฤหัสถ์ทั้งหลาย ๑ พยายามเพื่อความฉิบหายแก่คฤหัสถ์ทั้งหลาย ๑ ด่าบริภาษคฤหัสถ์ ทั้งหลาย ๑ ยุยงคฤหัสถ์ทั้งหลายให้แตกจากคฤหัสถ์ทั้งหลาย ๑ ติเตียนพระพุทธเจ้า ๑ ติเตียน พระธรรม ๑ ติเตียนพระสงฆ์ ๑ และเทวดาย่อมเห็นภิกษุนั้นโดยประการนั้น ๑ ดูกรภิกษุ ทั้งหลายอุบาสกหวังอยู่ พึงประกาศความไม่เลื่อมใสแก่ภิกษุผู้ประกอบด้วยธรรม ๘ ประการ นี้แล ฯ

A Proclamation of No Confidence

“Aṭṭhahi, bhikkhave, dhammehi samannāgatassa bhikkhuno ākaṅkhamānā upāsakā appasādaṁ pavedeyyuṁ.
“Mendicants, the lay followers may, if they wish, make a proclamation of no confidence in a mendicant who has eight qualities.

Gihīnaṁ alābhāya parisakkati, gihīnaṁ anatthāya parisakkati, gihī akkosati paribhāsati, gihī gihīhi bhedeti, buddhassa avaṇṇaṁ bhāsati, dhammassa avaṇṇaṁ bhāsati, saṅghassa avaṇṇaṁ bhāsati, agocare ca naṁ passanti.
They try to prevent laypeople from getting material things. They try to harm laypeople. They insult and abuse laypeople. They divide lay people against each other. They criticize the Buddha, the teaching, and the Saṅgha. They’re seen at an inappropriate place for collecting alms.

The lay followers may, if they wish, make a proclamation of no confidence in a mendicant who possesses these eight qualities.
