Those who have developed psychic powers in full have developed the four bases of psychic power in full.

ข้อ ๑๑๑๔ดูกรภิกษุทั้งหลาย ก็สมณะหรือพราหมณ์เหล่าใดเหล่าหนึ่ง ในอดีตกาล ยังฤทธิ์ให้สำเร็จบริบูรณ์แล้ว สมณะหรือพราหมณ์ทั้งหมดนั้น ยังฤทธิ์ให้สำเร็จได้บริบูรณ์ ก็เพราะเจริญ กระทำให้มากซึ่งอิทธิบาท ๔ สมณะหรือพราหมณ์เหล่าใดเหล่าหนึ่ง ในอนาคตกาล จักยังฤทธิ์ให้สำเร็จบริบูรณ์ สมณะหรือพราหมณ์ทั้งหมดนั้น จักยังฤทธิ์ให้สำเร็จได้บริบูรณ์ ก็เพราะเจริญ กระทำให้มาก ซึ่งอิทธิบาท ๔ สมณะหรือพราหมณ์เหล่าใดเหล่าหนึ่ง ในปัจจุบัน ย่อม ยังฤทธิ์ให้สำเร็จบริบูรณ์ สมณะหรือพราหมณ์ทั้งหมดนั้น ย่อมยังฤทธิ์ให้สำเร็จได้บริบูรณ์ ก็เพราะเจริญ กระทำให้มาก ซึ่งอิทธิบาท ๔ อิทธิบาท ๔ เป็นไฉน? ดูกรภิกษุทั้งหลาย ภิกษุในธรรมวินัยนี้ย่อมเจริญอิทธิบาทประกอบด้วยฉันทสมาธิและปธานสังขาร ย่อมเจริญอิทธิบาทประกอบด้วยวิริยสมาธิ … จิตตสมาธิ … วิมังสาสมาธิและปธานสังขาร.
ข้อ ๑๑๑๕ดูกรภิกษุทั้งหลาย ก็สมณะหรือพราหมณ์เหล่าใดเหล่าหนึ่ง ในอดีตกาล ยังฤทธิ์ให้สำเร็จบริบูรณ์แล้ว สมณะหรือพราหมณ์ทั้งหมดนั้น ยังฤทธิ์ให้สำเร็จได้บริบูรณ์ ก็เพราะเจริญ กระทำให้มาก ซึ่งอิทธิบาท ๔ เหล่านี้แล สมณะหรือพราหมณ์เหล่าใดเหล่าหนึ่ง ใน อนาคตกาล จักยังฤทธิ์ให้สำเร็จบริบูรณ์ สมณะหรือพราหมณ์ทั้งหมดนั้น จักยังฤทธิ์ให้สำเร็จบริบูรณ์ ก็เพราะเจริญ กระทำให้มาก ซึ่งอิทธิบาท ๔ เหล่านี้แล สมณะหรือพราหมณ์เหล่าใดเหล่าหนึ่ง ในปัจจุบัน ย่อมยังฤทธิ์ให้สำเร็จบริบูรณ์ สมณะหรือพราหมณ์ทั้งหมดนั้น ย่อมยังฤทธิ์ให้สำเร็จบริบูรณ์ ก็เพราะเจริญ กระทำให้มาก ซึ่งอิทธิบาท ๔ เหล่านี้แล

“Mendicants, all the ascetics and brahmins in the past who have completely manifested psychic powers have done so by developing and cultivating the four bases of psychic power.

All the ascetics and brahmins in the future who will completely manifest psychic powers will do so by developing and cultivating the four bases of psychic power.
